The VCET Program is open to all qualified companies that meet the Center's general eligibility requirements. It is designed to meet the needs of startup companies that could benefit from VCET's physical facilities (i.e. office space) in addition to the many services offered. Companies may stay in the Program for up to three years provided that the business is moving forward towards previously agreed-upon performance milestones. The VCET management staff will administer regular evaluations of each participant to ensure that all companies are progressing and gaining significant value from the program's services.

In order to support next generation software and technology firms in Vermont, Governor James Douglas has provided initial program funding to VCET to select for investment and incubator program membership three high potential simulation software start-ups by students or graduates of a Vermont College or University. Using debt and equity instruments, the investment into each firm will be $50,000 and include membership in the VCET technology business incubator program. Definition: Simulation Software allows users to imitate and observe the functioning of real and abstract phenomena, processes or operations. Examples of physical and abstract applications include, but are not limited to: virtualization, games, teaching and learning, medicine, biology, CADD, agriculture, energy, motion and networking.

Ownership: At least 40% ownership held by students or graduates from Vermont Colleges or Universities.
